St. Louis
Employers with 10 or more employees located within the City of St. Louis can't inquire about criminal history until after determining the applicant is qualified for the position. This applies specifically to employers located in the city; it doesn't extend to out-of-city employers whose staff travel into St. Louis for work.
Columbia
Columbia's fair chance ordinance prohibits employers from inquiring into criminal history until after a conditional offer of employment has been made, a stricter standard than Kansas City's or St. Louis's qualified-applicant standard.
